Short answer: Make Stainless Steel in the Fabricator from 1 Iron, 10 L of Oil and 10 Wh each, with Oil piped into the Fabricator. It is not in the Skills menu. First Roots needs 58: 50 for the Eden Frame - Small and 8 for the first growing tile, so 58 Iron and 580 L of Oil.

Stainless Steel is made in the Fabricator. Each one takes 1 Iron, 10 litres of Oil and 10 Wh of electricity.
Connect an oil supply to the Fabricator before crafting.

How much Stainless Steel do you need for First Roots?
First Roots needs 58: 50 for the Eden Frame - Small and 8 for the Eden Tile - Pillar - Growing Bed that holds your first crop. That is 58 Iron, 580 litres of Oil and 580 Wh.
Each one weighs 0.5 kg, so 58 come to 29 kg.
What is Stainless Steel used for?
Stainless Steel goes into Project Eden. The Eden Frame - Small takes 50 (with 3 Connector Ports, 2 Storage Cylinders and 1 Compression Pump), each Eden Tile takes 8, and the Stairs Extension takes 4 with 8 Glass.
A 10-Stainless-Steel version of the frame recipe has also turned up on one crafting screen after Update 5.5; the building menu asks for 50.
