The Last Caretaker Council of Humanity: Where It Is and How to Open the Door
Short answer: The Council of Humanity is inside the Lazarus Complex, the tower where you grow humans. The quest sends you back there after your first successful launch. Its door says “No Orbital Representative Assigned” until a human you launched into space can represent you; inside, you unlock committees, starting with Habitat Care.
Game version: Early Access, Update 6; the Council came with Update 03 (March 18, 2026)
Where It Is
Where is the Council of Humanity located?
Inside the Lazarus Complex, the same tower where the Lazarus racks grow your humans. It has no map marker of its own: sail back to Lazarus and find the Council of Humanity chamber door.
The chamber door sits high in the complex, about 51 m up.

When does The Council of Humanity quest start?
After your first successful launch into space. The quest then sends you back to the Lazarus Complex, where the Council wants to go over that launch with you.
Update 03 (March 18, 2026) added the Council of Humanity and its committees.

What are the steps and the reward?
Two steps: sail back to the Lazarus Complex, then go through the Council of Humanity door. Finishing it gives 250 XP and 5 Enhancer Points and unlocks committees.

The Locked Door
Why does the Council door say “No Orbital Representative Assigned”?
The door needs an orbital representative: a human you have launched into space. Launch a grown human before you sail back.
There is no key, card or terminal for this door. Its lock is meant to open by itself during the quest, once one of your launched humans is assigned as the representative.
The representative may only be assigned once your first launched humans are old enough.

The door still will not open after a launch. What can you do?
The door can keep showing “No Orbital Representative Assigned” even with whole committees in space, every member 18 or older and more than a day up there. That looks like a bug (May 2026).

A way past it: start the game with the -ea launch option, stand at the Council door, open the Early Access menu and use Relocate character until it puts you through the door. That completes this quest and starts the Habitat Care one.

After the Door
What comes after the Council of Humanity?
Committees. The next quest, Seats of Care, asks you to form the Habitat Care committee and fill its four seats with humans you have launched.
Once it is working, the Habitat Care committee offers the quest True Choices.

Who sits on the Habitat Care committee?
A Room Supervisor, a Health Assistant, a Teacher and a Lab Technician, each 18 or older. Grow each one on the Lazarus racks, then launch them.
Launched humans can take a real-world day to sit down: their seat fills when Days in Space goes from 0 to 1. Log in the next day and the narrator sends you back to the Council.

How many committees are there?
Ten, in three tiers. Each one has four seats, one for each of its four professions, and starts working only once all four are filled. No profession sits on two committees.

Is the Council of Humanity the same as the Hall of Humanity?
No. The Hall of Humanity is the hall with the four Lazarus racks, which you open in the Awakening the Hall quest. The Council of Humanity is a separate chamber in the same complex, behind its own door.
