The Last Caretaker Moses Authorization Required: How to Get Moses Access
Short answer: You get Moses authorization from the story. Launch your first rocket and send a human to space, and the door marked "Moses Authorization Required" at the Last Listener Station opens. Levelling up does not unlock it.

How to Get Moses Authorization
How do you get Moses authorization?
Through the story, not by levelling up: launch your first rocket and send a human to space. After that, the door at the Last Listener Station that says "Moses Authorization Required" opens. One rocket is enough.

Does levelling up unlock Moses authorization?
A door that needs an authorization has a panel beside it that says so, such as "Authorization required". Those doors open as the story moves on, not when you level up.

No. MOSES Field Reserve Program is a separate quest that Update 5.5 added at Warehouse Alpha on August 31, 2026.
